In the News: Federal Housing & Infrastructure Funding

We at Leland Consulting Group have been following the recent executive orders and announcements from the federal government that have been creating confusion among planners working in both the public and private sectors. Cities, counties, and states rely on money from federal agencies to fund affordable housing, transportation projects, and infrastructure, often for projects that have been planned over several years. Local governments and developers are now starting to grapple with whether some of these projects can continue moving forward. While we don’t yet know what all the impacts will be, below are some resources we‘re following to keep us up to date on the future of federal funding:


  • Up for Growth compiled a list of how funding cuts at the U.S. Department of Housing and Urban Development (HUD) could impact a variety of programs, including the Federal Housing Administration, Community Planning and Development, Policy Development & Research, and the Office of Multifamily Housing Programs.

  • The War on Cars podcast interviewed Beth Osborne of Transportation for America about the state of federal funding for public transit, bike and pedestrian infrastructure, and electric vehicle charging.

  • Bloomberg CityLab discussed the potential impacts of a 40 percent staffing cut at HUD on FHA mortgage insurance for single-family homes, apartment buildings, hospitals, nursing homes, and other properties.

  • OPB highlighted how the funding freeze could impact projects in Oregon, including the Kellogg Dam in Milwaukie, the Rose Quarter freeway project in Portland, and the I-5 Siskiyou Wildlife Crossing Program in Southern Oregon.

  • Governing delved into the uncertainty associated with a pause in disbursements related to the Inflation Reduction Act and Infrastructure Investment and Jobs Act, two Biden-era funding packages that were intended to support a wide variety of infrastructure projects nationwide.
