Leland Consulting Group was retained by Fred Meyer Corporation to head a multidisciplinary team for the purpose of negotiating a new Fred Meyer store and mixed-use complex in central Wilsonville. The team was able to break through an entitlement log jam and negotiate an agreement that met the needs of key parties including Fred Meyer, developer Gramor, and the City of Wilsonville. The negotiations resulted in a mixed-use plan including an array of shops and restaurants accompanying a major Fred Meyer store, as well as an innovative housing project to be built on site. The plan also included an architectural theme that mirrored historic building elements of the Willamette Valley and a variety of pedestrian and auto-oriented transportation improvements. The project opened in 2011 and is now operating successfully.
